<p>8:11 Vice President of Business and Finance Tom Botzman will discuss draft of Budget for FY13</p>

<p>8:12 Tuition will increase 4% on tuition and 3% on room and board. 44% of school money comes from tuition and fees, 26% State Grant&gt; Two major sources of income</p>
<p>8:14 Total budget is 70million unrestricted funds. Approx. 18,000 students in Fall. State grant incease 1.77%.</p>
<p>8:15&gt;  53.6% goes towards salaries and wages. State budget is projected to increase salaries 2% effective January 1, 2013. Create supplemental raise pool from new tuition revenue $403,000. Budget will be available when salary freeze ends. Priority in distribution of payroll bdget to those who have not received raises during salary freeze.</p>
<p>8:19 Feeding students on campus is 5million dollars.</p>
<p>8:20 Instruction 30% of budget.</p>
<p>8:20 Tuition increase will go towards health insurance $159,000; Insurance $58,000</p>
<p>8:22 Scholarships and Grants are going down because there are lest students on campus than in previous years like FY2010.</p>
<p>8:22 Does not currently have breakdown of need based aid vs. academic but if you are interested in that information contact Botzman.</p>
<p>8:23 Fund two new fulltime faculty lines $155,000. Positions will be allocated through faculty process during the next year.</p>
<p>8:24 Wants to increase more faculty and give less to departments</p>
<p>8:26 College has absorbed costs from Study Abroad</p>
<p>8:26 Auxiliary costs are also affected by student enrollment numbers</p>
<p>8:27 Institutional Support spending has stayed pretty steady</p>
<p>8:27 IT increase bandwith ($35,000) Long term plan is to spend $450,000 three years in a row to replace CARS system.</p>
<p>8:29 Advancement campaign will start in next year or so and expenditures will go up. Recent years we have been raising about 2-3 million, which Botzman says needs to go up.</p>

<p>8:34 Cut Afghan Women’s program, Sullivan Scholars, Close Anne Arundel Hall (Dec. 2012), Refinance $10million in auxiliary bonds ($50,000 annual saving over the life of the bonds, $130,000 savings in FY13)</p>
<p>8:34 Auxiliary are things where we live, play, and eat and are not covered by the state.</p>
<p>8:36 In last two years we have paid off debt on river center.</p>

<p>8:37 President Perkins, asks what this means for staff wages. Botzman thinks it means a 2% increase in staff wages. The ability to set salaries has been gone since ’08. Right now we are required to follow state mandate.</p>
<p>8:39 When increases can be given the preference will be given to those who make the least and those who have not received raises.</p>
<p>8:41 Senator Waller wants to know what promted the freeze on college raises.</p>
<p>8:42 A bill passed in 2008 restricts how much budget</p>
<p>8:42 President Perkins wonders what would happen if some higher paid staff rejects the 2% increase.</p>
<p>8:43 President Purich asks about the decrease in student enrollement</p>
<p>8:45 Academic Support and Instruction differ in that Academic Support encompasses Academic Services and Offices.</p>
<p>8:47 Thinks it stinks that we don’t get state reduction in tuition because our parents also pay taxes.</p>

<p>8:50 GSMRF talking about charter amendment and bill</p>
<p>8:51 Amendment of GSMRF charter. Change in committee and since the 2 years the project has been going on the committee has not really be functional. Decided to rewrite the charter so that there is no GSMRF committee. Instead, two budget presenters who will meet with SGA and present the budget. The SGA is responsible for voting. Mowbray and SGA Treasurer will also have to come forth to SGA Senate.</p>
<p>8:53 Currently you can only spend 50% of current budget on projects, wants to amend to 75%.</p>
<p>8:54 In the short run it is not going to have a big impact on the budget.</p>
<p>8:55 President Snyder believes that GSMRF budget should still be kept at 50% just to make sure that the project retains funds for future projects.</p>
<p>8:57 President Purich, would like to know how much return on investment occurs. Mowbray says that it depends on what type of project is being looked at.</p>
<p>8:57 Senator Holtzman wants to know if it is better to spend more money now or later. Mowbray says that it is going to have a greater impact on the long run. Also, does not think the SGA would need to spend 75% of the budget.</p>
<p>9:01 Senator Waller wonders how project selection occurs. Is it based on how much return will occur, or what will reduce carbon footprint of the college. Mowbray says that GSMRF tries to find a mixture of both aspects.</p>
<p>9:02 Senator Sarri says that projects can be submitted by anyone but if someone has a really good project that requires they spend a lot of money the 50% budget may not allow them to do this.</p>
<p>9:03 Projects do go through several different stages before it even gets voted on by the SGA.</p>
<p>9:06 President Perkins thinks that getting rid of a committee that comes out of SGA is bad</p>
<p>9:06 President Snyder clarifies that the SGA committee is different than the committee being disbanded.</p>
<p>9:07 Mowbray revised application proposal for projects that can be found online.</p>
<p>9:10 Sarri believes that GSMRF is not very well advertised</p>
<p>9:11 President Snyder and Senator Sarri will be introducing a Bill to bring back the Sustainability Fellow.</p>
<p>9:12 President Purich, wants to know how much balance grows each year. Mowbray says that it depends on the number of projects but generally $40, 000-$60,000 each year.</p>

<p>9:16 Senator Mumby wants clarification on change to 25%</p>
<p>9:17 President Perkins is concered about changing it to 75%</p>
<p>9:18 Senator Colvin asks for clarification about the 75% as well.</p>
<p>9:19 Senator Waller states that there does not really seem to be a need to change it to 75%, especially because there is a way to leave the budget open ended via vote.</p>
<p>9:20 President Perkins thinks that they should give it a few years to grow before the fund is changed.</p>
<p>9:21 Senator Waller thinks that we should be advocating for more projects that could be innovative</p>
<p>9:22 President Snyder suggests that the SGA show caution until the fund is bigger.</p>

<p>9:31 President Snyder clarifies that the project is already planned, already great, and that it does not matter where it goes because it saves money for the college.</p>

<p>9:34 President Snyder, liked to amend $35,000 to $40,000 for installing geothermal heating. Costs have gone up in terms of supplies needed.</p>

<p>9:37 President Purich states that this project is happening in the Summer and SGA will not have a chance to vote to give them more money.</p>

<p>8:06 Guest Speaker, Regina Curran, Judicial Affairs Officer</p>
<p>8:06 First person to fulfill her role full time, hoping to be a resource on campus and wants students to come to her office if they have questions about her Office.</p>
<p>8:07 Her office supervises the training of Judicial Board. Charges of the code that are issued come from Curran.</p>
<p>8:08 Some of the judicial roles that had been held by the Dean of Students will now come to Curran</p>
<p>8:10 Code of Student Conduct are the St. Mary’s code of standard</p>
<p>8:11 Student Judicial Advisors are pretty thoroughly trained on the process. In case any student has any questions about their rights on campus their rights are outlined in Code of Student Conduct.</p>
<p>8:14 Curran believes that it is absolutely important that her office is consistent, but that there should be an element that is student specific.</p>
<p>8:15 President Perkins, is concerned that a judicial advisor could sit on multiple cases for the same student</p>
<p>8:17 Sometimes if you’ve been through the system with an amount of regularity in a short period of time this could happen, but the board tries to be nonbiased</p>
<p>8:18 President Purich would like the sanctions that you could be written up for be more explained in the Handbook.</p>
<p>8:19 Curran does not want everything to be so spelled out that individual circumstances could not be taken into account</p>
<p>8:20 Senator Holtzman wants to know what the plans are for the office in the next 3-5years</p>
<p>8:20 Name change for the office, and looking to do more outreach/ serve as a student resource. Minor tweaks going on as changes to office occur.</p>
<p>8:21 Curran is putting a big emphasis on training</p>
<p>8:21 President Perkins, suggests an Open Hour and mock J-Board case</p>
<p>8:23 Have to be notified at least 72 hours before your hearing ,but no more than 15 school days. Final times are taken into account.</p>
<p>8:24 Question asked, what are grounds for appeal? Curran explains them but if you would like to know in depth they are outlined in “To The Point.”</p>
<p>8:26 You have to be notified within 14days if judicial action will be taking place.</p>

<p>8:11 Decided to take find interm from outside of the current administration. There will be a national search for the Dean to start in the Fall. It will take the better part of the academic year. Would like to hear what students are looking for in a Dean.</p>
<p>8:12 President Dingle would like to see someone who is easily approachable when students want to talk about real issues. Thinks it would help with campus civility.</p>
<p>8:13 President Perkins, would like someone who embodies St. Mary’s Way of Life. Wants someone who will change to fit in with the idea of the school.</p>
<p>8:14 President Snyder, speaking for Senator Colvin who said he’d like to see someone who is involved in the campus and knows what is going on, on campus.</p>
<p>8:15 Senator Moran, see a Dean who would become involved in St. Mary’s community and the college’s relationship with the close surrounding area.</p>
<p>8:15 Urgo talks about positives and negatives of the way community views the college. He thinks that the more the community can be in touch with students the better relationships will be between the community and the students.</p>
<p>8:16 Hullet talks about dual enrollment. Kelly Schroeder says that we do indeed have a small program.</p>
<p>8:17 President DiMenna thinks we should have a Dean who we see around campus.</p>
<p>8:18 President Dingle feels that St. Mary’s Day should be responsibility of Dean of Students, especially in terms of getting students to attend such events.</p>
<p>8:19 Senator Mumby discusses Urgo vs. Maggie and transparency</p>
<p>8:20 President Perkins would like to see someone who understands the students and gets involved in student issues even before students push for involvement.</p>
<p>8:21 President Snyder, talks about communication going both ways</p>
<p>8:21 Vice President Monahan, would like to see consistency in student judicial affairs.</p>
<p>8:22 President Dingle would like to see someone who promotes diversity goals</p>
<p>8:23 Senator wants to see someone who is a pretty happy person who will appreciate the position.</p>
<p>8:24 Urgo talks about how he does not want anyone here who is only here for a job, he wants them to leave a job they love because they love St. Mary’s more</p>
<p>8:25 Senator Glenn wants to know what criteria is used</p>
<p>8:25 Urgo says that they look at education, if people have had the job before and have that experience or people who want to prove themselves. Want someone to come out of student affairs. Criteria must be broad but specific enough to get those with the right credentials.</p>
<p>8:26 President Perkins would like someone who is excited to be at the school on their very first day, not years from now.</p>
<p>8:28 Kelly Schroeder says that the judicial system is something that we do indeed need to look at.</p>

<p>8:29 Senator asks about background checks</p>
<p>8:29 Urgo says that they do a reference check and then they go off list. It is pretty thorough.</p>
<p>8:29 President Perkins wants someone who realizes that college is changing and that the times are changing.</p>
<p>8:30 President Dingle thinks that role of Dean of Students and judicial aspects needs to be separated more thoroughly</p>
<p>8:31 Urgo thinks this is interesting</p>
<p>8:31 Dingle believes the role of the Dean should be liaison between students and judicial board</p>
<p>8:32 Perkins may think that it would be hard for Dean to view students in a positive light if they are constantly sitting on judicial board</p>
<p>8:32 Senator Holtzman would like to see a “Dean of Students” who is invested in the student community and is proud to be leader of student community</p>
<p>8:34 Like to see a commitment to service.</p>
<p>8:34 Students will have a chance to talk to those chosen by committee. Urgo would not like to pick someone who students did not like.</p>
<p>8:35 Perkins thinks the candidates should be given a random test out in the student community</p>
<p>8:35 Senator Moran would like to see the candidates bring their families to campus and make sure that the entire family becomes a part of the community</p>
<p>8:37 Dingle would like to look at inter-office interactions of the candidates</p>
<p>8:38 Student Trustee Stewart asks more questions about the search process.</p>
<p>8:38 Urgo discusses search firms which would coast approx. $60,000 but they have not decided if they will do that to find a new Dean of Students. Says that they have done a number of searches and they’ve gotten pretty good at it. He does not want to lessen the pool so a search firm might be beneficial.</p>
<p>8:40 National Search is an advertisement. Another decision is if they will want internal candidates or not. Suggests that there are good and bad aspects of this.</p>
<p>8:41 Hullet asks if they would give preference to alumni of St. Mary’s?</p>
<p>8:41 Urgo is not sure of this. Again, there are good and bad aspects.</p>
<p>8:42 New business, Resolution 04-12S Wage Justice at St. Mary’s College: wants to make it clear to Board that the student body wants a better wage for Staff.</p>
<p>8:43 Senator Sarri and Mumby discuss student and staff support via petitions and events.</p>
<p>8:44 Want to make it a priority in the budget without tuition increasing. Board will set tuition this  Sat. Do not want tuition raise to be a result of this bill.</p>
<p>8:45 Mumby says that SGA can’t make policy but that they can make a statement.</p>
<p>8:46 Perkins wants to know how they think this would affect incoming faculty.</p>
<p>8:47 Mumby says that faculty are behind this.</p>
<p>8:47 Parliamentarian wants to know if the body can make a statement, will this be effective?</p>
<p>8:48 President Snyder says that he was asked the position of the SGA is on this issue.</p>
<p>8:49 Senator Moran asks who the highest paid employee is on campus</p>
<p>8:50 President Urgo is the highest paid. Either he would have to take a pay cut of a living wage has to be implemented. This could be a long term goal of those at the top not taking wages unless the living wage is raised.</p>
<p>8:51 Sarri says that they are not trying to attack Urgo. They are asking for administrators to not take a raise.</p>
<p>8:54 Kelly Schroeder clarifies that “staff” is not just housekeeping but also professional staff who make the $24,500. This also includes Public Safety</p>
<p>8:55 10/1 is not implemented in colleges, but the Living Wage is at Harvard and in the works at UVA.</p>
<p>8:56 Could someone be fired to implement this?</p>
<p>8:56 Mumby does not think/want this to happen. Thinks it will indeed require sacrifice but does not mean that someone will be fired.</p>
<p>8:57 Senator states that there should be an amendment making sure that no one is fired.</p>
<p>8:58 Schroeder says that there is a belief that raise freeze will be lifted in the next year and that this resolution is saying that these raises should not go to people at the top.</p>
<p>8:58 Sarri says that Botzman and staff are aware that those who should get raises are the ones that have not received raises.</p>
<p>9:00 Sarri thinks that there are smarter ways to prioritize our budgets.</p>
<p>9:00 Senator Moran wants to know if we start paying staff more will they be expected to do more.</p>
<p>9:01 Sarri discusses that there is no incentive now for merit raises.</p>
<p>9:01 Kelly Schroeder clarifies that salaries are not paid out of tuition.</p>
<p>9:02 Senator Holtzman wants to know if the $24,500 includes state pension and health plan? It does not, it is all salary.</p>
<p>9:03 Senator states that salaries that they receive right now are not enough to pay for the things they need. States that this is a matter of respect.</p>

<p>8:12 Joanne Goldwater, Director of Residence Life takes the floor. Discussion of Residential Budget for the next fiscal year. They look ahead a few years.</p>

There is not this much money so some things will be set back for the next fiscal year, this is where Goldwater says help is needed. <p>8:13 President Snyder takes the floor; begins discussion of situation that occurred this Sunday during Presidential Election Results/ Tumblr/ Facebook</p>
<p>8:14 Snyder sent White a private message and she apologized. They seemed to resolve issues; however, President Snyder admits he let his emotions get the best of him. He claims this was his first mistake and he should have taken an immediate stand against what was up because it was cyberbullying.</p>
<p>8:15 He calls to take a stand against this behavior. He tried to take appropriate steps to resolve the situation.</p>
<p>8:16 Matt Pindell refused to take the post down and Snyder gave him the ultimatum of resigning or taking the post down. He apologizes to Matt for being rash</p>
<p>8:17 Pindell takes the floor. He apologizes for his actions. He owns the part he plays, but he also suggests that White’s actions as VP are also unfair. He suggests that public words are indeed public.</p>
<p>8:18 He allowed the posts to stand because he does not believe that public posts should be hidden. Thanks Kelly Schroeder for ameliorating the situation</p>
<p>8:18 Snyder states that this is not something that just effects us here and while we cannot effect it everywhere else we can effect it here. Calls SGA to take a firm stance. If you see if you must say something.</p>
<p>8:20 Snyder “We all made mistakes…Being a student leader is about service to your community, but it is also learning from this service. When you make a mishap you have to learn from it…”</p>
<p>8:21 Opens it up to discussion</p>
<p>8:22 Senator Razafindrainibe   says he took this as something that was a distraction. SGA should be talking about real issues on campus. The people involved should have handled it better because it became drama. Disagrees with Pindell’s claim that we need to seriously examine it.</p>
<p>8:23 Snyder says that he thinks it is something we do indeed to discuss</p>
<p>8:24 Pindell agrees, especially on the Eve of SMC Day, which was his original intent with keeping it up. Wanted it to remain so that it could be learned from. Fantastic opportunity to discuss this as civility on campus.</p>
<p>8:25 President Purich, says that this is not something that happens once and everyone needs to discuss it and readjust.</p>
<p>8:25 MHEC Hullet was upset by this and believes that it must be discussed. Says it makes us look bad as a school and an organization. We should take firm action against it, in order to learn from it.</p>
<p>8:25 Snyder: We need to define what cyber bullying is, cool thing we can do as a Senate to make sure this does not happen again.</p>
<p>8:26 Senator  Understands Pindell’s opinion but thinks that by having it up we can’t just see what Pindell. Pindell states that it has been indeed removed.</p>
<p>8:27 Parade interrupt</p>
<p>8:28 President Perkins suggests that cyber bullying should not be something that just receives a lot of comments.</p>
<p>8:29 Senator Mumby, clarifies that cyber bullying is something that we should have zero tolerance for. He does not think that this was not a coincidence that those involved were supporters of the loosing team…</p>
<p>8:30 Snyder, does not know of any of this before Sunday when it occurred. He states he would not spend a year doing this just to ruin the institution.</p>
<p>8:31 Mumby does not think it was a “hit job” but an immature reaction</p>
<p>8:31 Snyder says he cares about training the exec board</p>
<p>8:31 Kelly Schroeder states that Mark Snyder was ready to get to work with newly elected board</p>
<p>8:32 Tensia Montoya states that she cannot respect that Pindell kept it up after it was up asked to take down and believes Snyder gave Pindell a fair ultimatum. Hopes that we can learn from this</p>
<p>8:33 Pindell asks the difference between what White posted, though makes sure that everyone knows that he is not proud, but he thinks it is ridiculous. He does not want his job back but thinks the situations is ridiculous. He says he does not regret highlighting her points, he regrets highlighting them the way he did, but if something is written online you must be held responsible for what is said. Pindell says he is content with how he ended.</p>
<p>8:36 Montoya says that Pindell’s actions meant that people do not see Snyder as a victim.</p>
<p>8:37 Snyder states that the way he handled it was wrong.</p>
<p>8:38 Montoya states that Snyder was indeed a victim and Pindell took that away</p>
<p>8:38 Student Trustee Stewart feels for White, because she believes that her reputation is smeared and that this should have been handled behind closed doors. Believes that humiliating White was uncalled for</p>
<p>8:38 A senator suggests that this is an issue of Freedom of Speech and does not support a resolution…”don’t let SGA get in on your Facebook.”</p>
<p>8:39 MHEC agrees with Montoya and tries to absolve Snyder of guilt. Snyder states that he is indeed guilty of not asking quickly enough. Hullet believes public humiliation is deplorable and there is no way of justifying that as teaching a lesson.</p>
<p>8:40 Hullet thinks both parties should resign</p>
<p>8:40 Senator Waller, suggests that there must be a differentiation between what Dave Chase posted and Pindell posted. Waller suggests that he also acted childishly to what Pindell posted but that what Chase did was to make the information available. Believes White is not a complete victim.</p>
<p>8:42 Senator Moran looked at the pictures that were on his Facebook when he took SGA office. “We do have the obligation to represent the school in a decent way.”</p>
<p>8:43 Senator states that this is an issue of respect. How can SGA be respected by student body if they are not respecting each other</p>
<p>8:44 Trustee Stewart states that cyber bullying is hurtful and SGA should do something about these issues.</p>
<p>8: 45 Student Speakout, Dillion, states that as a member of the general body we must be very careful about freedom of speech vs. self discipline. Carful to distinguish between slander and free speech. Asks SGA to detach themselves emotionally from the situation when they draw the resolution</p>
<p>8:48 President Snyder states that when they draw the line it will be a big, wide discussion</p>
<p>8:48 President DiMenna, when the members of the SGA accepts their position they must make sure they live up to what they are doing.</p>
<p>8:49 Senator suggests that Tumblr and Facebook are two different sites and if you are using your Tumblr as a personal venting tool that must be taken into account. Distinguish between venting and making personal attacks.</p>
<p>8:51 Pindell does not believe that his and White’s posts should not be lumped into same category. White’s were slanderous, his were simply highlighting her own words. Says that they are two different thing that can be lumped together in the macro sense.</p>
<p>8:52 Senator Razifindranidbe says the differences were that Pindell’s were much more public via Facebook and intent. He believes that Pindell made this a controversy.</p>
<p>8:53 Director Caffey, looks forward to talks on cyber bullying and defining what exactly that means in terms of intent.</p>

<p>9:01 President Dingle suggests that Snyder not taking action immediately looks poorly on him.</p>

<p>9:03 Senator Moran believes we should start thinking about how we should take action against this. Wants SGA to leave the room with a semblance of an idea.</p>
<p>9:03 Snyder does not want this to be a reactionary thing. Believes a week should be taken to think about the issue. Thinks a lesson was learned about how to do something.</p>
<p>9:04 Caffey discusses a letter Urgo sent out about readdressing code of conduct. This issue may be something for the Handbook Committee.</p>
<p>9:05 Snyder states that the cyber bullying in the Handbook calls for suspension.</p>
<p>9:05 Moran states that we have an hour to think about this, does not what his constituents to come back to him asking questions that he cannot answer.</p>
<p>9:06 Snyder suggests that cyber bullying is a problem that needs to be worked on by many minds after some time.</p>
<p>9:07 President Purich, SGA needs to re-discuss the idea of respect in the Senate.</p>
<p>9:07 Snyder, reiterates that those involved learned something but that they should not be the only ones who do indeed learn something.</p>
<p>9:08 Schroeder; it is more about what it means to be in student leadership roles and that student leaders are held even more accountable than the general student body.</p>
<p>9:10 Hetzler disagrees with resolution idea. Time needs to be taken to think about all of the issues that have been thrown around. Not to say don’t do anything, but hesitation should be used in this situation.</p>
<p>9:11 MHEC Hullet plugs SMCM Day and taking this to those discussion.</p>
<p>9:12 President Perkins, suggests that senate gathers their thoughts and talk to people in a nonbias manner about the situation instead of simply reacting.</p>
<p>9:13 Senator likes Pindell stepping down as a statement and would like to see this from White.</p>
<p>9:14 Senator Holtzman, does not think that it is not in anyone’s best interest for those involved to resign, though he respects Pindell’s decision. Does not believe that what has been said in moments of anger should cause resignation, but does think White should make a statement about her actions. There is a place for personal feeling and it is not the internet.</p>
<p>9:16 Snyder says White has acknowledged what she said and that White will learn a lot from her actions. Does not believe White should be removed.</p>
<p>9:16 Hullet does not think Pindell should resign but that he should have indeed issued a public apology. He believes that they should move on from this issue.</p>
<p>9:17 Senator Mumby, this issue is one that is about SGA as a constitution. From what he has discerned he thinks that SGA is embarrassed. Wants to know what Snyder is going to do.</p>
<p>9:18 Snyder states that he will indeed will take a stand on cyber bullying. States he came into the situation where SGA is kind of a joke, but that he has done a good job on the administrative level rebuilding relationships.</p>
<p>9:20 Schroeder speaks as SGA advisor.  She thinks that letting Pindell resign does not resolve the issue, others were indeed wrong. If one person is held accountable and forced to resign there is a disservice being done to the organization.</p>
<p>9:21 Perkins, does not believe that Pindell did this to slander White, but that they both acted in anger.</p>
<p>9:22 Moran believes more people should indeed be held accountable and it is wrong for a resignation to  be forced on Pindell, especially if no one else is being held to consequence.</p>
<p>9:22 Montoya does not want Pindell to resign but thinks he should make a public statement and not one just in SGA.</p>
<p>9:24 Senator Diaz believes that if Pindell resigns others should also be forced to resign</p>

<p>8:12 Student Speakout Alex Walls, Student Trustee in Training, discussing campus farm. It&#8217;s about to run out of money. Drafting currently. Scaling back on man power which was largest drain of money. Will have more information in two meetings from now</p>
<p>8:14 Brendan Larrabee discusses lighting in Goodpastor, Monty, and Library. Would like to get through to Physical Plant to get more lighting. SGA President , Mark Snyder, said to e-mail him and he&#8217;ll talk to Chip Jackson.</p>

<p>8:22 92% of SMCM said their health was &#8220;good&#8221;, &#8220;very good&#8221; or &#8220;excellent.&#8221; This is down 1% from last year.</p>
<p>8:23 Interested to see in 2013 if there is any change in common illnesses due to the mold.</p>
<p>8:29 There is a perception that students are drinking a lot more but the data says maybe this is not necessarily true.</p>
<p>8:41 Even though the survey says we have had 0% suicides, Root states that this is false</p>
<p>8:42 Root wonders if students are reaching out to the resources they need</p>
<p>8:46 Sen. Waller says that the low number of respondents stood out to him in terms of the survey. Suggests that RA&#8217;s hand out the surveys.</p>
<p>8:47 Students are concerned about the low number of contraception. Suggest getting better condoms.</p>
<p>8:48 The ones offered in Chance Hall are free from the state.</p>
<p>8:49 Suggestion that condoms be put in different places on campus.</p>
<p>8:49 Suggestion of seeing how much the survey differs among classes.</p>

<p>9:15 Andrew Surgent will be speaking about the Bike Shop. Bike Shop was guaranteed three semester at 5,000 a semester. A new legislation will need to be resubmitted.</p>
<p>9:17 Over 100 major repairs last semester. A really big savings to students for a small amount of cost. Surgent has attempted to make the shop run more smoothly and to stretch the budget. Need to be able to arrange money a little differently.</p>
<p>9:18 Would like to be able to have some money for training workshop to teach. Would like to have more structure over their budget so that if they have more money they can continue to use it and not place it back into general funds.</p>
<p>9:20 Bike Rental? Accountability? Billing students for damaging bikes, etc. Wants advice on how to make this financially stable.</p>

<p><strong>Purpose</strong>: &#8220;The purpose of this club is to teach students how to play poker using statistics and game theory. It will be a learning experience as well as a fun time to play cards. Members will also learn the many different forms of games that poker entails (such as Texas Holdem’, Omaha, 5 Card Draw, Stud, Razz, etc). Using these skills members will be able to compete for fun prizes, as well as have a fun opportunity to socialize over poker games.&#8221;</p>
<p><strong>Analysis</strong>: Very similar to the <a href="http://www.smcm.edu/clubs/smokingaces/index.html" target="_blank">Smokin&#8217; Aces Club</a> and the Poker Club may need to justify why a second club is necessary.</p>
<p><a href="http://sga.thepointnews.com/files/2011/11/Drum-Corps.docx" target="_blank"><strong>Club Constitution 13-11F St. Mary&#8217;s Drum Corp</strong></a></p>
<p><strong>Purpose</strong>: &#8220;The purpose of SMDC is to allow students the opportunity to participate in a Drum-Corp. It will give students the chance to develop and enhance their skills in playing the marching drums, while ensuring they have a memorable and enjoyable time doing so. It will replace the typical intense and vigorous attitude of typical drum corps with a more relaxed social environment. The vision for this club is to also be able to perform at local school events – such as sports events, open houses, social gatherings and orientations &#8211; and at other nearby schools and functions.&#8221;</p>
<p><strong>Analysis</strong>: Will definitely come down to funding. Drums are expensive and the club will need to discuss what equipment they will need and justify it.</p>

<p>Emergency fund appeals offer clubs the opportunity to request funds they did not budget for. The SGA Treasurer meets with groups requesting funds and submits an aggregated request to SGA for approval. The following is a summery of the Treasurer&#8217;s aggregate request:</p>
<p><strong>Art Club</strong>: Requested $144.85 for art supplies and was granted 100% of their reqest.</p>
<p><strong>Outdoor Adventure Club</strong>: Requested $1314.10 for LED Headlamps, Lodging, Radios, GPS and reimbursements and was granted $683.43 for half the headlamps, radios and one GPS. They were denied funding for lodging and reimbursements as they do not qualify for emergency funding.</p>
<p><strong>Fencing Club</strong>: Requested $1471.21 for 30 electric swords, a socket set, ten electric tips and four tip screws and was granted 100% of their request.</p>
<p><strong>St. Mary&#8217;s Recreational Clay Shooting Club</strong>: Requested $925 for range fees, gun rentals and ammo and was denied 100% of fund because the fund requested do not qualify as an emergency appeal.</p>
<p><strong>Young Americans for Liberty</strong> and <strong>Club Softball</strong> indicated they would request funds but did not show up for fund appeal hearings.</p>

<p>Programs Board also offers emergency fund appeals:</p>
<p><strong>Outdoor Adventure Club</strong>: Requested $800 for a Laser Tag party and was granted $400.</p>
<p><strong>Students for a Democratic Society</strong>: Requested $1500 for a lecture by Glen Greenwald and was deined 100% of funding. The Point News learned Greenwald was paid after this request was submitted.</p>
